I just spotted a recipe for something that I scribbled down on a notepad next to my computer.

Cup warm water
spoonful sugar
spoonful baking soda
spoonful vinegar
Cover and leave for two days.

Which is fine as far as it goes, only... what is it? What does it do?

I expect I found it on Instagram and thought, ooh, I could try to take some sage and rosemary cuttings.
